Japanese Hair Care for US Buyers: Tsubaki, ReFa, Fino and More Shipped from Tokyo
24 October 2026 · 7 min read
A practical guide for US shoppers to Japanese hair care: Tsubaki shampoo and conditioner, Fino and Tsubaki masks, &honey and BOTANIST oils, ReFa scalp brushes, plus how US duty, the ¥8,000 minimum and shipping restrictions work.

Japanese hair care is built around steps: a shampoo and a conditioner from the same line, a rinse-off mask once or twice a week, a leave-in oil or milk before blow-drying, and, increasingly, a scalp brush. Many of the best known lines, such as Tsubaki and Fino, are sold in Japan in large pump bottles and refill pouches that are hard to find in US stores. This guide walks through the main product types, eight products from the Eurasia Japan catalog that can be shipped to the United States, and how ordering from Tokyo works for a US address.
The Japanese hair care routine in four steps
Shampoo and conditioner. Japanese lines are usually designed as a pair, and most are labeled by the result they aim for: "moist" for dry, frizzy hair, "volume" for fine hair, "repair" for damaged lengths. Choosing both from the same line keeps the textures and fragrance consistent.
Rinse-off mask or treatment. Called a hair mask, hair pack or treatment, this is a richer product applied after shampoo, left on for a short time and rinsed out. Most people use it once or twice a week, or every wash on very dry or bleached hair; follow the directions on the pack.
Leave-in oil or milk. Applied to towel-dried hair before blow-drying or to dry ends during the day. Oils give more shine and slip, milks are lighter and suit fine hair.
Scalp brush. Japanese brands treat the scalp as part of the routine. Some brushes are made for massage on dry hair, others for use in the shower while shampooing.
Eight Japanese hair care picks that ship to the US
Descriptions follow the manufacturers' own information.
- Tsubaki Premium Moist & Repair Shampoo, 490ml. A pump bottle from the Tsubaki Premium line for frizzy, dry hair; the maker lists camellia seed oil, royal jelly extract, soy protein and squalane, with a floral fruity fragrance.
- Tsubaki Premium Moist & Repair Hair Conditioner, 490ml. The matching conditioner, described as moisturizing dry hair, reducing static and making combing easier.
- Tsubaki Premium EX Repair Mask (Hair Pack), 180g. A rinse-off mask with a subtle camellia scent, positioned for shine and smoothness from roots to ends while keeping volume.
- Fino Premium Touch Hair Mask, 230g. A jar mask for especially damaged hair with six types of serum ingredients and a floral fragrance; one of the best known hair masks in Japanese drugstores.
- &honey Deep Moist Hair Oil 3.0, Damask Rose Honey, 100 ml. A leave-in oil built around honey, damask rose extract and argan oil, focused on the hair's moisture balance.
- BOTANIST Botanical Hair Oil 02, 100 mL. A leave-in oil for frizz and flyaways that the maker designs to work with regular blow-drying, with soy keratin and yuzu oil.
- ReFa HEART BRUSH for SCALP (Matte Rose). A heart-shaped scalp brush with 22 pins for dry hair or shampooing; you adjust the intensity by how firmly you press. A draining stand is included.
- ReFa ION CARE BRUSH. A shower brush with ball-tipped pins of two firmness levels, used while shampooing to reach between hair where fingers cannot; a water-draining stand is included.
Neither ReFa brush contains a battery. More products are on the Tsubaki, ReFa, Fino, &honey and BOTANIST brand pages, and by type on the shampoo, conditioner and mask, hair oil and brushes and tools pages. The whole category is on the hair care catalog page.
How to choose
- Dry, frizzy or coarse hair: a "moist" shampoo and conditioner pair, plus a rich mask once or twice a week and an oil on the ends.
- Damaged, colored or bleached hair: put the budget into the mask; the Fino and Tsubaki EX masks are both positioned for damaged hair.
- Fine hair that goes flat: a lighter conditioner, a mask only on the lengths, and a milk or a small amount of oil instead of a heavy oil.
- Scalp focus: a shower brush such as the ReFa ION CARE BRUSH works during shampoo, while the HEART BRUSH for SCALP can also be used on dry hair.
Large pump bottles and refill pouches weigh more than small items, so a shampoo and conditioner pair goes a long way towards the minimum order but also adds to shipping, which is charged by the actual weight of the parcel.
Ordering hair care to the United States
Eurasia Japan ships original Japanese products to the US directly from Tokyo, and every item is a single retail pack with a JAN code. We buy from Japanese manufacturers, their distributors and Japanese retail stores. The main points for a US address:
- Duty is prepaid. Since 29 August 2025 US duty applies to every parcel. We calculate the US import duty (12.5% of the goods value) and the customs clearance fee at checkout and include them in your payment, using a duty-prepaid (DDP) label processed through Zonos, so there is nothing to pay on delivery. The cart shows an estimate before checkout.
- Minimum order ¥8,000 in products. Shipping is not counted towards it.
- Prices in US dollars, charged in yen. US visitors see dollar prices by default; the card is charged in Japanese yen through Stripe, and your bank converts the amount.
- Dispatch. Items from our Tokyo warehouse usually ship within 3-5 business days of payment, items sourced to order within 7-10 business days; each product page shows which applies. These are estimates, and Japanese holidays can add time.
- Tracking and insurance. A tracking number appears in your account once the parcel ships, and every parcel is insured for the full value of the goods.
Full details for US buyers are on the shipping to the United States page.
What cannot be shipped
Aerosol hairsprays, aerosol mousses and dry shampoo sprays cannot travel by international mail from Japan, so look for waxes, gels, creams, pump sprays and oils instead. Flammable liquids, including alcohol-based perfumes, cannot be sent either. Hair devices with a built-in lithium battery can be shipped to the United States, no more than two per parcel; loose batteries and power banks cannot. If it turns out after payment that an item cannot be sent to your country, we cancel that item and refund its price in full.
Products are made for the Japanese market: labels and instructions are in Japanese, and the English text on the site is a translation of the manufacturer's information.
Frequently asked questions
Do I pay customs or duty when my hair care order arrives in the US? No. The US import duty and the customs clearance fee are calculated at checkout and included in your payment, so there is nothing to pay on delivery.
Can I order Japanese hairspray to the US? Not in an aerosol can: aerosols are not accepted for international mail from Japan. Waxes, gels, creams and pump sprays without aerosol propellant are the alternatives.
Can I return a shampoo if I do not like the scent? Unopened items in their original sealed packaging can be returned within 14 days of delivery, with return shipping paid by the customer. Opened cosmetics cannot be returned for hygiene reasons. See Returns & Claims.
Can I cancel an order after paying? Yes, within 48 hours of payment while the order has not shipped. After that we are already buying the goods for your order.
